‘On a whole other level’: rapid snow melt-off in American west stuns scientists Experts say brutal March heat has left critical snowpack at record-low levels – and key basins in uncharted territory

Snow surveys taking place across the American west this week are offering a grim prognosis, after a historically warm winter and searing March temperatures left the critical snowpack at record-low levels across the region.

Experts warned that even as the heat begins to subside, the stunning pace of melt-off over the past month has left key basins in uncharted territory for the dry seasons ahead. Though there’s still potential for more snow in the forecast, experts said it will likely be too little too late.

“This year is on a whole other level,” said Colorado State University climatologist Dr Russ Schumacher, speaking about the intense heat that began rapidly melting the already sparse snowpack in March. “Seeing this year so far below any of the other years we have data for is very concerning.”

 

Acting as a water savings account of sorts, snowpacks are essential to water supply. Measurements taken across the west during the week of 1 April are viewed as important indicators of the peak amounts of water that might melt into reservoirs, rivers and streams, and across thirsty landscapes through the summer.

It’s not just the amount of snow left on mountaintops that’s concerning experts, but the amount of moisture still frozen within them. “Snow water equivalent” (SWE), a measurement of what could melt off to supply natural and manmade systems, is exceptionally low.

California’s Sierra Nevada had just 4.9in of SWE, or 18% of average, as of Monday, ahead of the state’s official 1 April survey, according to the state’s department of water resources. In the Colorado River headwaters, an important basin that supplies more than 40 million people across several states, along with 5.5 million acres of agriculture, 30 tribal nations, and parts of Mexico, had just over 4in of SWE on Monday, or 24% of average. That’s less than half what was previously considered the record low.

Schumacher said the incoming storm could slow the early melting but won’t be enough to pull the basins back from the brink. Snow water equivalent measurements going into April were at levels typically seen in May or June, after months of melt-off, according to Schumacher.

The issue is extremely widespread. Data from a branch of the US Department of Agriculture (USDA), which logs averages based on levels between 1991 and 2020, shows states across the southwest and intermountain west with eye-popping lows. The Great Basin had only 16% of average on Monday and the lower Colorado region, which includes most of Arizona and parts of Nevada, was at 10%. The Rio Grande, which covers parts of New Mexico, Texas, and Colorado, was at 8%.

“This year has the potential of being way worse than any of the years we have analogues for in the past,” Schumacher said.

‘Nothing short of shocking’

Even with near-normal precipitation across most of the west, every major river basin across the region was grappling with snow drought when March began, according to federal analysts. Roughly 91% of stations reported below-median snow water equivalent, according to the last federal snow drought update compiled on 8 March. Water managers and climate experts had been hopeful for a March miracle – a strong cold storm that could set the region on the right track. Instead, a blistering heatwave unlike any recorded for this time of year baked the region and spurred a rapid melt-off.

“March is often a big month for snowstorms,” Schumacher said. “Instead of getting snow we would normally expect we got this unprecedented, way-off-the-scale warmth.”

More than 1,500 monthly high temperature records were broken in March and hundreds more tied. The event was “likely among the most statistically anomalous extreme heat events ever observed in the American south-west”, climate scientist Daniel Swain said in an analysis posted this week.

“Beyond the conspicuous ‘weirdness’ of it all,” Swain added, “the most consequential impact of our record-shattering March heat will likely be the decimation of the water year 2025-26 snowpack across nearly all of the American west.”

Calling the toll left by the heat “nothing short of shocking”, Swain noted that California is tied for its worst mountain snowpack value on record. While the highest elevations are still coated in white, “lower slopes are now completely bare nearly statewide”.

The snow is melting so fast in the Sierra that, if it continues at its current rate, little would be left by early April. It’s unlikely to keep up this astounding pace, but there’s still high potential for the earliest melt-off on record in the state, according to Swain.

“It is increasingly likely this season will be the one of the lowest 1 April snowpacks on record and one of the earliest peak snowpacks in the 21st century,” said Andy Reising, manager of California DWR’s Snow Surveys and Water Supply Forecasting Unit. “This year has featured many of the factors California is expected to see more of in the future: winters with more rain and less snow and stretches of hot and dry conditions.”

California’s reservoirs are nearly all filled beyond their historic averages, however, thanks to a series of robust rains. While this will help support water supplies, it will also mean fast-melting snow may be harder to capture.

In the Colorado River Basin, the situation could be even more dire. The two largest reservoirs on the Colorado River are Lake Mead and Lake Powell, which together account for about 90% of storage, are 25% and 33% full accordingly, as of 29 March, and there is little to fill them.

Already officials are in the process of relocating a floating marina on Lake Powell in anticipation of the quickly receding water levels, as experts warn the vital reservoir could drop to the lowest levels recorded since it was filled in the 1960s. If they fall far enough, the system would cease to function altogether. So-called “deadpool” – when water isn’t high enough to pass through the dams, generate hydroelectric power, and be distributed downriver – would be catastrophic.

 

The Colorado River has been overdrawn for more than a century but rising temperatures and lower precipitation are putting more pressure on the system that depended on by cities, farms, industries, and wildlife across the west. The extreme conditions have added more urgency and greater tensions to fraught negotiations over who will bear the brunt of badly needed cuts. Seven states that have blown past two key deadlines are still locked in a stalemate over how the river’s essential resources will be managed through a hotter and drier future.

But the dire snowpack numbers have pushed some municipalities to initiate early water restrictions. Local officials in Salt Lake City, Utah, have called on residents and businesses to begin conserving, with a goal to cut up to 10 million gallons, while city facilities will curb 10% of their use. Across Colorado, there are local orders that limit lawn watering, and in Wyoming residents were warned that full restrictions on outdoor irrigation could come as early as May. Farmers and ranchers across the west are also having to make hard decisions and big adjustments with smaller allocations of water and a recognition that supplies will be strained.

A troubling outlook for fire season

The fast-melting snow is expected to have profound impacts on drinking water supply, agriculture production, and outdoor recreation. It could also set the stage for bigger blazes.

“Unless there’s a major change in the weather patterns and we somehow pull out some sort of miracle springtime precipitation, we’re looking at an extended fire season,” said Dr Joel Lisonbee, senior associate scientist at the Cooperative Institute for Research at the University of Colorado Boulder, noting that there’s not a one-to-one relationship between snowpack and fire, but they are connected.

“In any sort of fire situation, you need some spark or ignition,” he said. Landscapes that would typically spend longer underneath a protective blanket of snow will become more primed to burn. Fire season may “begin weeks to months earlier than what we would usually expect,” he said. “These high temperatures and low snowpack will lead to a rapid drying of the vegetation that’s around, and that will lead to this early start.”

Dozens of large destructive fires have already erupted in recent weeks across the Intermountain West and the High Plains, spurred by extreme heat and low moisture. More than 1.5m acres have already burned this year across the US, more than double the 10-year average.

While Schumacher said he expects this year to be a standout one, the climate crisis is fueling warming trends that climate scientists have long warned will leave the west hotter and drier. Seasons with snow in the US west are shrinking while high fire risks stretch across more months.

“Climate change is going to result in a lot of these extreme events worsening,” said Dr Abby Frazier, a climatologist and assistant professor at Clark University, who added that compound events, where hazards overlap or occur in quick succession, are on the rise. The heat and the drought this year, served as a one-two punch, and will work together to produce greater dangers from fire.

She emphasized the need to take transformative action, and prioritize adaptation and mitigation. “It is heartbreaking to see it all playing out as we have predicted for so long,” she said. “The changes we have teed up for ourselves are going to be catastrophic.”

Os Estados Unidos e o Japão anunciaram nesta quinta-feira (19) um projeto de US$ 40 bilhões (R$ 210 bilhões) para construir reatores nucleares nos estados de Tennessee e Alabama, após uma reunião dos líderes dos dois países na Casa Branca.

Os diálogos entre o presidente americano, Donald Trump, e a primeira-ministra japonesa, Sanae Takaichi, ocorrem depois que Tóquio aceitou, no ano passado, investir US$ 550 bilhões como parte de um novo acordo comercial com Washington.


Na declaração conjunta desta quinta-feira (19) sobre os chamados pequenos reatores modulares (SMR, sigla em inglês) também foi anunciado um investimento de US$ 33 bilhões (R$ 173,5 bilhões) em instalações de geração de energia e gás natural na Pensilvânia e no Texas.

Em fevereiro, os dois países anunciaram a primeira parte de projetos por conta do novo fundo de investimentos, com compromissos de US$ 36 bilhões em três projetos de infraestrutura.

A declaração desta quinta-feira assinala que os projetos garantiriam a segurança, ao "acelerarem o crescimento econômico de ambos os países, abrindo, assim, caminho para uma Nova Idade do Ouro da sempre crescente Aliança Japão-Estados Unidos". Os SMR serão construídos pela empresa nipo-americana GE Vernova Hitachi.

 Estados Unidos e Japão também divulgaram hoje um plano de ação sobre o desenvolvimento de cadeias de suprimento de minerais críticos, em meio à preocupação com o papel dominante da China nesse setor.

    Hurricane Helene’s ‘historic flooding’ made worse by global heating, Fema says It will be ‘complicated recovery’ in five states, says disaster relief agency, with hurricane killing nearly 70 people so far

    The head of the US disaster relief agency has called Hurricane Helene, which has killed nearly 70 people so far, a “true multi-state event” that caused “significant infrastructure damage” and had been made worse because of global heating.

    The storm killed at least 69 people, according to state and local officials in South Carolina, Florida, Georgia, North Carolina and Virginia. Officials feared still more bodies would be discovered.

    “This is going to be a really complicated recovery in each of the five states” of Florida, Georgia, North Carolina, South Carolina and Tennessee, the Fema administrator, Deanne Criswell, said.

    She noted that a 15ft storm surge hit Florida’s Taylor county, where Helene came ashore as a category 4 hurricane late Thursday with winds of 140mph (225km/h), and pointed out that areas of western North Carolina, where search and rescue operations are continuing, recorded 29in (74cm) of rain when the storm stalled over the region.

    “This is historic flooding up in North Carolina,” Criswell told the CBS show Face the Nation on Sunday. “I don’t know that anybody could be fully prepared for the amount of flooding and landslides they are having right now.”

     As many as 1,000 people remain unaccounted for in Buncombe county in the Appalachian mountains where the hurricane caused catastrophic flooding and mudslides in the Asheville region, cutting off most communication and making the roads impassable.

     

    Kamala Harris said the Joe Biden administration had approved emergency declarations for Alabama, Florida, Georgia, North Carolina, South Carolina and Tennessee, “making resources and funding available to maximize our coordinated response efforts at the local, state, and federal levels”.

    At least 11 people are dead in North Carolina, Governor Roy Cooper’s office said in an update on Sunday “Tragically we know there will be more,” Cooper said. “Even as the rain and winds have subsided, the challenge for people there increases. People are desperate for help.”

    At least 23 are dead in South Carolina, including two firefighters. In Georgia, at least 17 people have died, two of them killed by a tornado in Alamo, according to a spokesperson for Governor Brian Kemp.

    Kemp said on Saturday that it “looks like a bomb went off” after viewing splintered homes and debris-covered highways from the air.

    Heavy rain nearly collapsed the Nolichucky Dam in Greeneville, Tennessee, which the National Weather Service called a “particularly dangerous situation”, as it urged at least 100,000 residents in the area to “seek higher ground now!”

    In rural Unicoi county in east Tennessee, dozens of patients and staff were plucked by helicopter from a hospital rooftop on Friday. At least 11 people have died in Florida, according to Governor Ron DeSantis.

    “If you had told me there was going to be 15ft to 18ft of storm surge, even with the best efforts, I would have assumed we would have had multiple fatalities,” DeSantis said.

    Among the 11 confirmed deaths in Florida were nine people who drowned in their homes in a mandatory evacuation area on the Gulf coast in Pinellas county, where St Petersburg is located, Sheriff Bob Gualtieri said.

    One person died in Virginia, in a storm-related tree fall and building collapse.

    In Buncombe county, North Carolina, which includes the city of Asheville, more than 60 people were unaccounted for Saturday evening and more than 150 search and rescue operations were under way.

    “To say this caught us off-guard would be an understatement,” said Quentin Miller, the Buncombe county sheriff.

    Sheriff Miller announced on Sunday that in addition to 10 people who had been killed in Buncombe county, about 1,000 remained unaccounted for.

    The county manager, Avril Pinder, called the storm “Buncombe county’s own Hurricane Katrina”, and officials said communication systems have been disrupted, with no cellphone service expected in the region for at least “several days”.

    To the east in McDowell county, the emergency center was inundated with 911 calls, many of which involved patients “entrapped with severe trauma, running out of oxygen or essential medical supplies”.

    Nearly 400 roads are closed in the state and access to clean drinking water has been limited. Fifty boil water advisories are in effect across western communities.

    “Water is a big concern,” Criswell said, saying Fema had sent in bottled supplies, dispatched the army corps of engineers to get water treatment plants functioning and sent Starlink satellite receivers to help restore communications.

    The devastation, Criswell said, was linked to the climate emergency. “This storm took a while to develop, but once it did it intensified very rapidly – and that’s because of the warm waters in the Gulf that’s creating more storms that are reaching this major category level.”

    The conditions, she said, were creating greater amounts of storm surge in the coastal areas and increased rainfall as the storms moved north.

    “In the past, damage from hurricanes was primarily wind damage, but now we’re seeing so much more water damage and that is a result of the warm waters which is a result of climate change,” Criswell told CBS.

    U.S. Tightens Car Mileage Rules, Part of Strategy to Fight Climate Change - The Biden administration

    The final rules are weaker than draft rules published by the Transportation Department last year, which would have required automakers to achieve a standard of 66.4 miles per gallon by 2032 for passenger cars, and 54.4 miles per gallon by the same year for light trucks. That proposal was loosened after lobbying from automakers, who also succeeded in weakening the E.P.A. rule from an initial, more ambitious proposal.

    But administration officials say that, to meet the new standards, automakers would still have to both increase the number of all-electric and hybrid vehicles they sell while also increasing the fuel efficiency of their conventional cars.

    “Not only will these new standards save Americans money at the pump every time they fill up, they will also decrease harmful pollution and make America less reliant on foreign oil,” Transportation Secretary Pete Buttigieg said in a statement. “These standards will save car owners more than $600 in gasoline costs over the lifetime of their vehicle.”

     

    The E.P.A.’s emissions rule and the Transportation Department’s mileage standard were designed to achieve similar results through different means. The E.P.A. rule lowers the amount of carbon dioxide that can be emitted from a vehicle’s tailpipe. The Transportation Department rule lowers the amount of gasoline, the fuel that produces the carbon dioxide pollution, that a vehicle can burn in order to move.

    “Today’s final rule is another important step toward reducing carbon pollution and curbing climate change,” said Harold Wimmer, president of the American Lung Association. “This final rule will work in tandem with the U.S. Environmental Protection Agency’s strong, recently finalized rules to ensure new vehicles are less polluting.”

    Legal experts say the overlap of the two measures could help protect the administration’s climate policies against an expected wave of legal challenges. If the courts strike down one, the other might remain standing.

    In terms of the effects on the climate, the E.P.A.’s tailpipe regulations are over ten times more powerful than the Transportation Department’s new mileage standards. According to the government, the E.P.A. rule would prevent seven billion tons of carbon dioxide emissions by 2054, while the Transportation Department rule on its own would eliminate 710 million tons of carbon dioxide emissions by 2050.

    Dan Becker, director of the Safe Climate Transport Campaign at the Center for Biological Diversity, said that the mileage rule should have been stronger, calling it “weak” and saying the administration “caved to automaker pressure.”

     

    Consumer Reports, the consumer advocacy organization, said that while the new rule would not deliver any new emissions reduction benefits beyond those already required in the E.P.A. rule, it would “check the box on the legal requirement” for enacting the standards.

    Automakers said Friday that they were generally satisfied with the new mileage rule.

    “For today, the administration appears to have landed on a corporate average fuel economy rule that works with the other recent federal tailpipe rules,” said John Bozzella, president of the Alliance for Automotive Innovation, which represents 42 car companies that produce nearly all the new vehicles sold in the United States.

    The mileage standards could be more legally durable than the E.P.A. tailpipe rule.

    Republican attorneys general from 25 states have already filed a lawsuit challenging the E.P.A. tailpipe regulation, arguing that the agency exceeded its legal authority. They are expected to file litigation against the Transportation Department rule, as well.

    “The Biden Administration is willing to sacrifice the American auto industry and its workers in service of its radical green agenda,” Russell Coleman, the Kentucky attorney general, who is leading the lawsuit against the E.P.A., said in a statement. “We just aren’t buying it. Demand for E.V.s continues to fall, and even those who want to buy one can’t afford it amid historic inflation.”

    While demand for E.V.s has slowed, it is still growing. A record 1.2 million Americans bought electric vehicles last year, making up 7.6 percent of new car sales. Analysts project that demand will climb to 10 percent this year. That’s in part because prices of electric vehicles are falling, making them competitive with conventional vehicles. Carmakers including Tesla, Ford, General Motors and Stellantis, the owner of Jeep, have announced plans for electric vehicles that would sell new for as little as $25,000.

     Globally, roughly one in five cars sold in 2023 was electric, with much of that growth taking place in China. Electric cars accounted for around 18 percent of all cars sold worldwide in 2023, up from only 2 percent in 2018, according to the International Energy Agency.

    Massachusetts town grapples with sea rise after sand barrier fails - TheGardian

    A $500,000 sand dune collapsed in days after being erected, and residents are looking for help to protect their homes


    On the border with New Hampshire and Massachusetts – about 35 miles north of Boston – is Salisbury, a coastal town and popular summer destination for tourists. But for those who live in the town year round, especially those who live on the coastline, life’s not a beach.

    Last month, after a series of storms battered the area, local citizens came together to take the necessary steps to protect their homes. Volunteer organization Salisbury Beach Citizens for Change raised more than $500,000 to erect a 15,000-ton sand dune – a formidable barrier that would hopefully protect at least 15 beach houses from destruction.

    Or so they thought. The sand dune was completed after one month in early March, but just three days later, the dune – and nearly half a million dollars lost

    The tragic incident made the project a laughingstock to some and angered others.

    But Tom Saab, the president of the organization, doubled down on the dune.

    “The dunes we built were sacrificial. They sacrificed themselves to protect the properties. Water didn’t go into people’s living rooms, destroy houses, destroy decks, patios and so on. So the dunes worked,” Saab said. “However, now we’re vulnerable to another nor’easter because we need to somehow replenish what we lost.”

    On the Salisbury Beach Citizens for Change’s Facebook page, one person commented on a post about the sand dune debacle: “Your houses sit right on an ever rising and ever violent sea. Do you really think any amount of money will stop what’s inevitable?”

    As weather patterns get more extreme and oceans get warmer, sea levels rise due to thermal expansion and weather patterns get more extreme, boosting coastal erosion. This climate crisis is now on the doorstep of Salisbury beach homeowners, as they suffer the consequences of rising sea levels, stronger winds and severe storms in recent months, including two in January.

    “It was devastating,” Saab said about the recent storms. “Water went from the ocean into people’s living rooms and kitchens. Patios were destroyed. And at least one home was deemed uninhabitable.”

    It’s a problem which Saab said should now officially be the responsibility of the government, as Salisbury is a public state beach and the area is susceptible to nor’easters and hurricanes due to its proximity to the Atlantic Ocean. So now his group is pushing for state assistance.

    “You just need financial help from the state. And there’s a problem,” Saab said. “Governor [Maura] Healey’s administration is a major hindrance to protecting the beach.”

    After several meetings with local and state government officials, including one on 14 March, Saab kept getting the same answer. The state has yet to pitch in financially for some kind of protection mechanism against the encroaching tides, the most recent of which was a record 14ft.

    Saab said he suggested cheaper alternatives to protecting the homes, including filling plastic trash bags with sand to create a barrier or sand harvesting, which Saab described as a fairly simple and much more affordable option.
